The Presidential Administration of Azerbaijan invited the representatives of the Armenian community of Karabakh to Baku again. The previous offer was presented to them on March 13, but they did not come. The last meeting with the Armenians was held on March 1 in the city of Khojaly. Why do Armenians not want to come to Baku? There are several reasons for this. First, the separatists believe that the discussion of reintegration issues in Baku means the restoration of Azerbaijan's sovereignty over Karabakh and its acceptance by Armenians. They do not want this image to be formed. Second, separatists do not make decisions on their own, instructions come from Moscow. Those who decided on the capital of Russia are against separatists coming to Baku.
During this period, the situation in the region became more tense. In exchange for Armenian separatists transporting weapons from Armenia to the region, the Azerbaijani military established a control post on the alternative road to Lachin. This is not the end, the first is the creation of a border crossing point at the end of the Lachin road. Karabakh Armenians complain about their situation. There is no place where the Armenian government does not complain, they managed to accept several documents and statements against Azerbaijan. However, they have no influence on the policy and decisions of Azerbaijan. Disappointed by this, the Armenians gradually began to understand that no one will save them unless they come to an agreement with Azerbaijan. They will have no choice but to continue the direct dialogue, eventually the Karabakh Armenians will be forced to come to Baku.
